Facebook Twitter. The purpose of these training sessions was to help participants in the ordinary sessions better understand the context of the mechanism and how they can interact with it. The authors used and built on these versions to create a clear and comprehensive manual. This how-to guide is divided into three main sections. The first section provides context about the ACHPR and its mandate as a human rights mechanism on the African continent. The second and third sections delve into the structure and tools available to civil society organizations in order to make the most of working within the ACHPR.
The African Commission on Human and Peoples' Rights and International Law
Under the ACHPR, states are required to submit reports to the African Commission on measures taken to ensure that the rights enshrined in the African Charter are being implemented. The state reporting procedure is considered as a dialogue, in which the state concerned and the African Commission exchange their views. The state report is published by the African Commission prior to the session, to give civil society the opportunity to comment on the report of the state. So far, conscientious objection to military service has not been addressed by the African Commission. It might then include the issue in its Concluding Observations and make recommendations to the State concerned.
The function of the African Commission will be outlined as well as the roles and relationship between the institutions that aid in the implementation of the Charter. In addition, the basic nature of the African state will be unveiled in order to demonstrate the pre-eminence of state sovereignty, self-determination and cultural tradition that subsequently hinder the constructive application of the African Charter. Finally, some distinct features of the Charter will be highlighted in order to determine whether this legal instrument has made a significant contribution in shaping a continental human rights culture. Although it is evident that the African Charter is tailored specifically to the African context, it is contentious due to its strong emphasis on social, economic and cultural rights and the inadequate coverage of civil and political rights. An example of this inadequacy is the lack of explicit recognition of the right to privacy and the right against forced or compulsory labour.
The African Commission on Human and Peoples' Rights ACHPR is a quasi-judicial body tasked with promoting and protecting human rights and collective peoples' rights throughout the African continent as well as interpreting the African Charter on Human and Peoples' Rights and considering individual complaints of violations of the Charter. This includes investigating human rights violations, creating and approving programs of action towards encouraging human rights, and set up effect communication between them and states to get first hand information on violations of human rights. This ends up in them drafting up proposals to send up the chain of command to the Assembly of Heads of State and Government and they will act accordingly. The charter has twenty-nine articles that go into great detail on the rights and freedoms that follow a strict code of non-discrimination. Its first members were elected by the OAU's 23rd Assembly of Heads of State and Government in June and the Commission was formally installed for the first time on 2 November of that year.

Though Cameroon , Niger and Malawi were initially scheduled to be reviewed during the 66th session, only Mauritius was reviewed in the end.
