There have been relatively few texts published that have been dedicated to dielectric liquids and this book forms a welcome addition.

The title very accurately identifies the scope of the book which is written mainly from the chemist's viewpoint, so that some background chemical knowledge is assumed of the reader. An early chapter on mineral insulating oils is used to explain the salient requirements of an insulating fluid, and six subsequent chapters in the book build on this framework in discussing a variety of other liquids of industrial importance.

Of particular merit are sections on oxidation stability and gassing characteristics in which the author has distilled a wealth of knowledge and past experience to provide a valuable and upto-date guide to the complex chemistry involved with these processes.

There is little reference to the mechanisms of conduction and breakdown in dielectric liquids so that, from the electrical viewpoint, the chemical perspective is not as unifying as perhaps it might have been. The layout of the text is rigidly structured permitting easy use as a reference book. A great deal of emphasis is placed throughout on the development and application of international standards for the physical, chemical and electrical properties of insulating liquids which are liberally tabulated.

This is neither a research nor a teaching text, but will nevertheless be seen as an invaluable reference volume to those in the utility and manufacturing industries who are involved with insulating and impregnating fluids. The first edition of this monograph was commissioned in by the Wind Energy Division, then only a branch of the US Department of Energy. The present edition brings the position well up to date with more emphasis on small wind turbines for dispersed applications. It already contained a great deal of general material on wind characteristics, aerodynamic performance, siting etc.

If the emphasis seems to be strongly American, then that reflects the amount of work that is being done; some reference is made to Swedish and Danish programmes, but the author has clearly immersed himself in great detail with all aspects of the American programme. Workers in the USA use this monograph to keep track of the wide ranging activities that are being pursued there.

The chapter on taxonomy is paticularly useful in covering succintly the many different options -1,2,3, many blades, for example, list versus drag types of vertical-axis system, multi-rotor and counter-rotating blades.

If offers a standing challenge to the inventor to come up with some basically different scheme that could be economic, and the prize is a development contract from the Department of Energy!

Although the book is a mine of facts and figures both the numerical and the pictorial sort! Some of the topics of particular relevance to Britain are referred to only briefly or not at all; there is little on the problems of offshore wind power and virtually nothing on wakes and clustering effects in large arrays. Nevertheless, a valuable reference book for those specialists involved in wind-power research and for the general reader who wants to know what is actually going on.

The increasing use of digital techniques for the transmission of information has resulted in the topic of digital communication becoming a very significant part of communication theory. The author of this text has provided an excellent and comprehensive coverage of digital theory and techniques relating to communication systems, while retaining a thorough treatment of established analogue schemes.

Experienced c o m m u n i c a t i o n s engineers will certainly find the book to be of interest and value for reference purposes, but the presentation is most suited for student use at advanced undergraduate or postgraduate level. Introductory material on systems, signals, noise and information theory occupies about one third of the book and this is followed by very sound treatments of communication schemes , that use analogue and digital techniques.

The influence of intersymbol interference, modulation methods and noise, on system performance is well covered, optimal system requirements are developed, and a useful introduction to error-correcting codes is presented.

A very useful feature of the text is the comparison of different communication techniques made using sensible assumptions relating to system and environmental parameters.

There are many numerical examples and problems which serve to illustrate the theoretical developments and assist in the explanation of practical implementation problems, and adequate references are given for further study. The book is predominantly of postgraduate standard but selected material should be suitable for undergraduate purposes. The controversial topic of world and regional stocks of relevant resources is discussed from the viewpoint of oil, electricity and metal industries.

The tabulated information is a helpful contribution in view of the movement in emphasis between materials which would result from the widespread replacement of combustion-engihed vehicles by those electrically driven. In addition to the well established debate about primary fuels and their derivatives, the materials of construction are covered in detail. Much still hinges on the possibilities of the various advanced cell types now being researched and so much of the infrastructure pattern depends on the outcome of this.

The final set of papers airs social, financial and political issues so vital to the future of electric vehicles. Through the 'London goes electric' project is demonstrated a means by which national and local government with industry and commerce can explore practical schemes as pilots for the future.

The contributions brought together here by the EVDG are wide-ranging, extending from straightforward reports of extensive experience to the familiar, but Often less convincing, -speculations about our energy future. Together they make a package which has something of interest to the electricity, vehicle and component industries, town and highway planners and to the rest of the population as vehicle operators, owners or passengers.
